Credence Management Solutions, LLC, at United States Pacific Command (USPACOM) Joint Intelligence Operations Center (JIOC) is seeking a Systems Architect and IT engineering Subject Matter Expert (SME) for onsite support at Camp H.M. Smith in Oahu HI. The SME will provide day-to-day operations in support of the program requirements and provide architecture and IT needs among many customer sets in a joint operational environment that supports the mission of the USPACOM, the JFC mission and defines the Command, Control, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) Architecture.   This position will support the government customer in a team-based environment on the understanding of the USPACOM JIOC operational and requirement goals.

 

RESPONSIBILITIES

 

  • SME will be a Systems/IT Engineer with Networking and concepts of enterprise architecture.
  • SME will develop and implement policies and procedures on behalf of the government to ensure that systems support the organizations program requirements and meet the needs of the end users.
  • SME will be a quantified systems and IT engineer with knowledge of unique issues of the intelligence domain such as Joint Worldwide Intelligence Communications Systems (JWICS), Department of Defense Intelligence Information Systems (DoDIIS), and knowledge of DoDAF 2.02 with at least 5 years of architecture/engineering experience.
  • SME will exercise judgment in accomplishing client/customer goals, for complicated tasks, with a wide degree of creativity and latitude expected.
  • SME will provide guidance, consultation, and be a top contributor to complex projects and assist in identifying requirements by researching through analysis the user needs for preference, objectives, and working methods.
  • Conduct studies and determine user consumption of content, data categorization and labeling, to include meeting with focus groups.
  • Use models and architectural frameworks to identify key relationships and gaps between objectives, process and IT systems applications and tools.
  • Confirm government, customer, and regulatory requirements are thoroughly and properly documented in SME IT documents when required.
  • Must maintain and stay current on IT Architecture and related policy for technological advances and predict how government client/management can meet and plan for future requirements.

  • Must have current TS/SCI security clearance to start work, must be able to pass a CI Poly
  • Bachelor's or Master’s degree with 5 years of proven Intelligence, analysis experience, or specialized training with 10+ year’s intelligence analysis or equivalent intelligence/academic experience.
  • Able to write, edit, brief and prepare documentation and/or packages to senior government leaders for forums when required, using Microsoft Word, PowerPoint, Excel and Visio.
  • Experience working on high-visibility or mission critical aspects of a governmental program performing all functional duties independently, or working with a team environment, work with long distance members, and meet schedule requirements.
  • Candidate must possess excellent written and verbal communication skill sets, to assist with writing assignments, editing material, briefing or speaking at senior level meetings and forums, understanding the audience, review briefings, and packages, staffing for document approvals and recommending changes as required, and work well in a highly demanding environment while remaining flexible. 
  • Credentialed subject matter expert or recognized specialist in relevant field of expertise.
  • Desired experience in DIA/CIO and/or JIOC preferred.
  • Desired JOPES or IT planning experience preferred.
  • Desired DRRS, JCAs, UJTL, and JMETL awareness.
  • Ability to research and self-study when required.
