Job Requirementstop

  • Bachelor's degree required, a Master’s degree desirable.
  • Responsible for the hands-on, cradle-to-grave leadership of opportunities from the capture stage, through draft RFP and final proposal development and submission, through contract award transition. 
  • During the capture stage, responsible for helping to shape and develop teaming strategies, conduct negotiations, and develop win themes for future proposal efforts. 
  • During the pre-RFP (or draft RFP) stage, responsible for working with teaming partners to develop winning proposal strategies, working with recruiting staff, leading pricing discussions, and leading overall pre-RFP efforts. 
  • During the RFP stage, responsible for the hands-on proposal strategy, development, and submission, often, but not always, with the support of a Proposal Coordinator; responsible for strategizing and incorporating win themes; responsible for driving pricing and staffing strategies and execution with teammates; responsible for writing non-technical volumes when needed; responsible for RFP compliance; and ultimately responsible for the success of the proposal effort overall. 
  • During the contract award stage, leads the transition of existing personnel, hiring of new personnel, and contract administration efforts; ultimately ensures the successful ramp-up of the program to provide exceptional contract supporting starting day one. 
  • Proven track record of leading teams in capturing, managing, and winning proposals within the federal market for opportunities ranging from $10M to more than $100M.
  • Ability to lead pricing, win themes, and staffing strategies; ability to drive schedules and steer complex and challenging teaming discussions. 
  • Possesses strong project management skills to lead large development efforts with diverse resources.
  • Experience with leading and managing large, multi-contractor proposal development teams; aptitude for building relationships, understanding team dynamics, taking initiative, and solving problems.
  • Knowledge and understanding of Federal procurement regulations and practices (including FAR and DFAR).
