The Category Manager of Vehicle Titles and Services is an individual contributor that reports to the Senior Manager, Strategic Sourcing, Title Services & New Growth and Development. The right candidate must enjoy working in a fast-paced competitive and changing environment, while effectively collaborating and communicating in alignment with the Cox culture. His/her primary responsibility will be to develop comprehensive category strategies into actionable projects through the leadership and management of Vehicle Titles and Services categories. This includes goods and services related to titles, title services, documents, document services, and equipment related to fulfilling these services.

The Category Manager of Vehicle Titles & Services will be a high energy leader with excellent executive presence. This role is responsible for leading a $40M+ buy. This includes the creation and adoption of sourcing strategies that ensure the most competitive value is achieved in strong collaboration with cross-functional stakeholders. This hands-on leader is responsible for all aspects of sourcing events, including the identification of potential savings opportunities, understanding business requirements, developing category strategies, conducting market assessments, managing the souring process (including RFIs, RFQs, and RFPs), identifying Supplier participants and conducting Supplier capability and suitability assessments, performing analysis, performing negotiations and contract reviews, and presenting regular updates to the appropriate audiences. This Category Manager is responsible for leading cross-functional teams to accomplish this and to ensure an implementation plan is developed and ready for execution.

The Category Manager will also be responsible for ongoing Supplier evaluation and contract compliance. In addition, this position is expected to develop a deep understanding of our business, processes and procedures, and our internal stakeholders’ objectives to develop strategies that meet their current and future needs as well as develop broad Supplier, product, and industry knowledge to provide sourcing expertise to internal customers.

A proven track record of strong leadership, business acumen, and strategic thinking in conjunction with an history of driving results are essential. The ability to build influential stakeholder relationships at a Senior level and excellent negotiating skills are essential.

Primary Responsibilities and Essential Functions
• Oversight and management of $40M+ in spend.
• Develop Enterprise-wide category strategies for Vehicle Tiles and Services in collaboration with internal cross-functional stakeholders. This includes planning and execution for goods and services related to titles, title services, documents, document services, and capital equipment.
• Establish priorities and project pipeline based on category strategies and execute sourcing plan.
• Work with key stakeholders and Strategic Sourcing & Procurement (SS&P) leadership to identify improvement opportunities through industry leading practices, external benchmarks, and internal best practices.
• Stay abreast of industry trends and macro-economic factors (e.g., labor, material costs) for assigned categories. Provide guidance and recommendations to business units in order to support bottom-line and top-line growth.
• Manage overall sourcing process and related documentation such as RFIs, RFPs, and Supplier evaluation models, while ensuring Supplier diversity is an integral part of the process.
• Develop total cost of ownership analysis and “should-cost” models.
• Lead the development and implementation of negotiation strategies. Negotiate pricing based on required specifications and contract terms and conditions.
• Work with various boundary partners to leverage current capabilities with respect to Business Process Outsourcing (BPO), and shipping and logistics.
• Lead Supplier identification, evaluation, and selection process. Establish performance management process for category (performance metrics).
• Perform Supplier capability (suitability) assessments and evaluations.
• Develop Supplier relationship management strategies and own Supplier relationships for defined categories. This includes concern resolution and escalation processes.
• Develop and maintain deep knowledge of Suppliers within the Vehicle Titles and Services categories for quote solicitation, pipeline management, and business proposals.
• Track ongoing compliance of category and drive escalation process for non-approved system spend activities.
• Work with the Contract Management teams to resolve any compliance issues.
• Assist legal in establishing standardized and comprehensive contract management packages that comply with the Legal department’s risk management practices and policies.
• Facilitate meetings, develop, prepare, and present to Senior Leadership.
• Identify and initiate change management opportunities and develop recommendations.
• Program management of projects (related to project pipeline) and keep cross-functional stakeholders informed of progress.
• Evaluate and implement strategic alliances, when possible, to leverage scale with select Suppliers.


• 5 years of business/operational experience in related category and at least two years related experience in a Strategic Sourcing/Supply Chain capacity.
• Ability to identify opportunities and take necessary actions to continuously improve our value proposition for our customers.
• Career history of success and advancing to increased responsibility and scope
• Proven experience in category strategy development and Supplier Relationship Management
• Strong knowledge of category management processes and best practices
• Recognized for subject matter expertise in one or more related Indirect categories
• Strong analytics, reporting, and financial acumen skills.
• Ability to solve problems that are not clearly defined and that require prior research, investigation, and engagement of function leaders and peers in other areas to define and solve.
• Ability to communicate and collaborate with other functions, regions and departments within Cox and in alignment with Cox’s values and culture.
• Ability to influence others with shared interests to adopt policies, practices, and procedures.

• University degree in Business, Engineering, Supply Chain, or related field.
• Master’s degree in Business or related field
• Certification in Supply Chain Management (ISM), CPM, or related.
• Project Management certification (PMP), Lean, or Six Sigma training.
• Knowledge of the telecommunications marketplace
• Prior automotive industry experience, with an emphasis on Supply Chain
• Prior consulting experience
