The Program Implementation Manager assists in driving consistent execution of the Global Compliance Enterprise Policy, the Operational Risk Enterprise Policy (collectively “the Policies”) and the Compliance and Operational Risk Management (“CORM”) Program. This role engages with Corporate Compliance and Operational Risk policy and process owners to understand requirements and deadlines and provide feedback for process improvement. The Program Implementation Manager guides compliance and operational risk officers through changes, supporting buy-in and removing obstacles to adoption. This role communicates the value of changes of the program and related processes and acts as liaison to Corporate Compliance and Operational Risk on behalf of the Compliance and Operational Risk teams who execute the Program. This role works independently or through a team to support and monitor compliance and operational risk officers’ adherence to the Global Compliance and Operational Risk (“GCOR”) Policy requirements. This role ensures that work is completed in alignment with set timelines. This role plans and organizes the work. The Program Implementation Manager may assist in compiling and reporting data from process outputs for the Compliance and Operational Risk Executives for the Front Line Units, Control Functions or Enterprise Areas of Coverage.

Additionally, in partnership with the respective Compliance and Operational Risk and Learning & Leadership Development teams, the Program Implementation Manager may be responsible for the planning, coordination and development of role-specific training curricula for the Front Line Unit (FLU) and/or Control Functions (CF) inclusive of the Global Compliance and Operational Risk function. Additional responsibilities may include ensuring compliance with the Compliance & Operational Risk Training and Awareness Standard and managing existing annual Management Team Member and Board of Directors learning strategy and implementation.

In addition, this role may be responsible for partnering with the Front Line Units and Control Functions, their respective compliance/operational risk officer and Learning and Leadership Development (L&LD) teams to support the regulatory training strategy for their FLU/CF or more broadly across the company. Additional responsibilities include maintaining the Compliance Training Policy, responding to Compliance issues where training has been identified as a root cause, recommending solutions to remediate and prioritization of learning activities and capacity planning for training activities.

The Program Implementation Manager may provide leadership direction and attract, assess, develop, motivate and retain a successful team or work as an individual contributor. This role supports consistent quality of activities, processes and outputs through execution of review of practices across the team.

This position will provide compliance and operational risk support to the US Wealth Management, PBIG, and Merrill Edge front line units within the GWIM line of business.  As a manager on the Policy Implementation Team, this role oversees elements of the compliance and operational risk program, including testing and monitoring, risk assessments and issues management.

Required skills:

Bachelor’s Degree or equivalent preferred

Minimum of 7 years work experience in financial services
Exceptional organizational skills and strong attention to detail
Strong interpersonal and communication skills

Ability to work under pressure and meet deliverables in required timeframes
Excellent written communication and business writing skills
Project Management Experience
Prior experience in or with a Wealth management business

Prior experience in a Risk function

Desired skills:

Prior experience in Compliance, Operational Risk, Audit, or Regulatory Relations

Prior experience working with regulators or on regulatory inquiries

Knowledge of the Compliance & Operational Risk program, including the Process, Risks, & Control Inventory, and tools such as ORCIT, OCP, and eRIC.
Prior experience conducting risk assessments and managing a testing portfolio including submission of master intakes and test development, maintenance and certification
